2013 marks the 40th anniversary of the UK joining what is now the EU, The European Year of Citizens and 20th anniversary of the establishment of UK Union citizenship under the Maastricht Treaty. All Europeans, including artists can exercise their right to move and reside freely within the EU. This has been an enabler for cross cultural communication in Europe. It is no longer that the political and the economic reasoning must precede the cultural migration, but rather that at least within Europe we are able to relocate for the sake and benefit of culture.
 
This group exhibition drawn from the Arts Council Collection includes experimental and performance related artworks which reflect upon an itinerant artistic tradition with roots in the European avant-garde. German artist Wolfgang Tillmans currently lives between London and Berlin, having studied at Bournemouth College of Art and British born artist Hayley Newman spent her formative years in Hamburg on the DAAD scholarship as a student of Marina Abramovic.
 
Artists include: Pavel Büchler, Douglas Gordon, Lucy Gunning, Mike Nelson, Hayley Newman, Lindsay Seers and Wolfgang Tillmans
 
The Arts Council Collection is the largest loan collection of modern and contemporary British art in the world, incorporating artists born or settled in the UK. With over 7500 works of art spanning more than sixty years, the Collection can be seen in exhibitions and displays at home and abroad, as well as through long-term loans to public buildings across the UK.
 
The 12 Star Gallery is on the ground floor of Europe House on Smith Square, London. The gallery shows work which celebrates the creative and cultural diversity that is the hallmark of the European Union.
 
Helen Kaplinsky is an independent curator and writer. Recent projects with the Arts Council Collection include ‘British Modern Remade’ at Park Hill Estate, Sheffield. She is currently a Fellow with Contemporary Art Society and Whitechapel Gallery (UK) and will take up a residency at Flux Factory (NYC) in October 2013. Recent exhibitions include 'Thrall'dom' at LIMAZULU and 'Auto Couture' at a bespoke automotive showroom (both London). She lectures in Art and Design history at City Literacy Institute and has undertaken residencies at Treignac Projet (FR), Sichuan Fine Art Institute and 501 Artspace (CN) and Islington Mill (UK)
